Mr Anderson said passenger screening at all regional airports was not warranted, although
security at those centres would be improved.
"The risk assessment we've received indicates that this move which would be disruptive
and very expensive is not warranted," he said.
"However the government will require appropriate security measures in our regional
passenger airports based on individual risk assessments and comprehensive security programs
to be implemented."
Among the new measures will be enhanced lighting, new alarm systems and new arrangements
for aircraft parked overnight.
Reinforced cockpit doors are required for all planes with more than 30 seats, background
checks for security card holders at airports will be expanded and a new Office of Transport
Security will be set up.
The number of transport security investigators will be increased and an independent
inspector of airport security will be appointed.
Transport security officers will be placed around the region including in Jakarta and
20 new protective security liaison officers will be stationed at the nation's 11 major
airports.
A test program will also be held where neutron technology will scan air freight.
"Today's package of measures will bolster the regime to safeguard the long term security
of the Australian aviation sector and the travelling public," Mr Anderson said.
